Software & Digital Resource Purchase Request

What Is It?

This service coordinates the end‑to‑end review and acquisition of software and digital resources used for academic, research, or administrative needs. ITS partners with Procurement and (as needed) Legal to verify security, data protection, accessibility, licensing terms, budget alignment, and contract language (e.g., LU retains data ownership and is not charged for data export).

Note: Contracts and Master Service Agreements for software routinely undergo Legal and Procurement review.

Who Is Eligible to Use It?
  • Faculty & Staff: May request new software, renewals, add‑ons, or additional seats for university use.
  • Department heads/Program directors/Principal investigators: May submit requests on behalf of their units and provide GL/accounting details.
  • Student employees/Contractors/Affiliates: Requests must be submitted by or approved through the sponsoring LU employee (department head or designee).

Purchases and subscriptions that bypass the approved process may receive limited/best‑effort support and may require remediation or removal if they violate LU policy or licensing terms.

How Do I Use It?

This process will require the requester to complete the web-based form, available from the Request Service button on this page. The following list contains details that may be needed to complete your request. The more details you can provide will allow for faster service.

  • Product Owner (the individual responsible for the product)
  • Spend Category (digital books, digital periodicals, online subscriptions, or software and licenses)
  • Product Name
  • Production Description & How it Will be Used
  • Multi-Year Agreement (if yes - the year in the contract you are entering and the total length of the contract)
  • Supplier
  • Department or unit who will be utilizing the product
  • Anticipated number of licenses
  • Anticipated yearly or one-time cost, if known
  • Local or cloud application
    • If cloud or hybrid - will the software access, process, or store data
      • If yes, indicate the type of information that will be accessed, processed, or stored
      • Will any student, personal health, or financial data be accessed, processed, or stored
        • If yes, is there data stored in the product? Pick the type of data stored (financial, personal health, research, student, or other)
        • Will any data stored in any University System need to be imported into the supplier's system
        • Who has responsibility to ensure confidentiality, integrity, and availability of data is maintained
        • Who has planning and decision-making responsibilities for data generated by the use of this software
